To fight underdevelopment and its effects, Italy has abandoned strategies patterned on welfare or targeting only single sectors in favor of the model for its own economic growth, where local communities play an active role.
In war-torn areas such as the Balkans, Central America and Africa, the constructive approach of de-centered cooperation helps to mend the social fabric and appease old tensions. But the nature of the problems emerging in the last decade of the 20th century was extremely worrying.
The title 'nation' had always been for both League and UN a polite fiction for a club of sovereign states, who often contained within them various ethnically diverse minority groups, sometimes with a claim to nationhood in their own right.
